Rick Velasquez has been with Youth Outreach Services since 1975 and has helped the agency become one of Chicago’s preeminent youth serving agencies. As the Executive Director, Mr. Velasquez leads the organization in its mission to provide services that promote the strengths and abilities of youth, while preparing them to face the future with competence, competence and dignity. A social worker by training, he has focused his career in the areas of juvenile justice, adolescent substance abuse treatment, child welfare services and public policy. Jamie has worked for Youth Outreach Services for 18 years and has served as the agency's director of program operations for the past five years. Jamie directs the planning, organizing and administering of all of the agency's programs. Her professional background includes direct service and administration of treatment and counseling, juvenile justice and child welfare programs. Jamie possesses a Master’s Degree in Guidance and Counseling, specializing in substance abuse intervention from Roosevelt University.

Ray joined Youth Outreach Services in February 2006 as the Director of Financial Operations. He is a graduate of Emporia State University with a Bachelor of Business Administration Degree in Accounting. His more than 20 years of work experience, in both profit and non-profit industries, has focused in the field of financial management where he has had great success. Ray is active in youth mentoring programs and financial management organizations. He believes that sound financial management and fiscal integrity are paramount to the success of any organization.

Birgetta joined Youth Outreach Services in 2003 as the Director of Human Resources. She graduated with a Bachelor of Business Administration Degree in Human Resource Management from Loyola University of Chicago and has worked in the non-profit field for 15 years. She is responsible for leading the company’s strategic plans in learning and development, talent management, benefits, compensation, and performance management. Birgetta holds memberships in a variety of HR related organizations and hopes to help make YOS the preeminent social service organization in the Chicagoland area.

As the Director of Development Gary is responsible for identifying supporters for Youth Outreach Services and ensuring donors receive high quality services. He also oversees the grant writing process, special events and volunteer recruitment for the organization as well as YOS’ Auxiliary Board. Gary has been the Director of Development at YOS since January of 2007, and has 13 years of experience in fundraising. Previously, he was the Director of Development at Uhlich Children’s Advantage Network for 6 years. He graduated with a Bachelor of Science Degree from Missouri State University.

Ashley Voss

Ashley Voss brings nearly five years of experience to her position as Director of Communications and Marketing for Youth Outreach Services. In this position, she is responsible for managing all marketing, branding and public relations efforts for the agency. Previously, Ashley was an account manager for CWI Communications, a full-service marketing firm, where she implemented strategic marketing efforts for a variety of public and private organizations. Additionally, she served as a communications manager for Kids Hope United, a nonprofit human service agency serving more than 15,000 children and families nationwide. Ashley is a graduate of Indiana University, where she earned a bachelor's degree in journalism and Spanish.
