To become a nationally known pioneer in the delivery of prevention, early intervention and treatment services to youth and their families. Youth Outreach Services seeks to distinguish itself as a visionary organization and guiding beacon to youth.

As its priority, Youth Outreach Services embraces a philosophy, which focuses on building the emotional, social and physical capacity of youth, providing opportunities for youth to practice and utilize these developing capabilities and to recognize and celebrate the progress in these personal achievements.
